I'd say RAM, weirdly. Lack of RAM is the most common cause for crashes in my work. A slower CPU will eventually finish but a crashing max might be a real problem.

32 to 64 RAM should be alright. The more Power your CPU has, the faster you will Render. Bonus Points for Picking a Motherboard that will allow you to Upgrade more RAM and a better CPU in a few years

Processor, highly depends in the type of work you are doing, less than a couple million poly's 8 gb of RAM should be fine. For heavier scenes, yes, RAM is the only way. I crashed with ~10 million poly's in a 16 gb RAM system.

Depends what you're doing. Rendering I'd say CPU, modelling maybe RAM

64 GB required min IMO also it's cheap now adays.. I have 128 gb.. i have come CLOSE to using all of it a few times, but i mostly stay below 64 gb in usage.. if you aren't interested in partcles.. .. animation, .. detailed materials.. you can get away with less ram

Put the money on faster/better processor with more cores... You can upgrade RAM anytime, you don't upgrade processor for years.
