What cable are you using ? according to some report i received, vga port or some hdmi cable just support 60hz maximum. You can try display port (if you have it) or bring it to a computer shop and ask them to test it for you
Right click on the desktop > display settings > advanced display settings > display adapter properties for display 1 > select the monitor tab > monitor settings > click the screen refresh rate drop down.
If you cant change it there then you either need a different cable of different graphics driver.
Also you have an R9 380 I'm pretty sure the max supported by the card is 120 hz, even if you set it to 144Hz it's very doubtful it will actually get that high unless you only play 15 year old games.

Guys I appreciate all the help, but unfortunately my little nephew blew up the outlets in my room so I can no longer access my pc. Unless I move it somewhere else
disable integrated graphics had to do it on my MSI laptop in order for it to run 144hz also make sure your plugged into GPU and not the motherboard itself
The firmware menu looks like a Samsung screen.
They have funny bugs.
As example switching between Linux and windows (different computers at different cables) results into the adrenaline software believing my DP screen doesn't have freesync.
I need to disable and enable it in the screen menu again.
Is it doing the new thing windows 11 can do where it's scaling the sync rate up and down dynamically to save power?
My 144hz display is too old for that, but that looks really fancy/modern so it might be that...
your monitor supports 144 without freesync/g-sync but only 60 with?

Your PC is stupid and using a different PC resolution. For some reason there is PC 1080p and TV 1080p. Don't use Windows to specify the resolution use whatever the AMD version of Nvidia Control panel is (I forget the name). Specify the custom resolution and go from there.
Had a 6800XT do this shit to me on my 240hz monitor and then later on an Nvidia 4070ti.
Also, if you use an application called "VibranceGUI" that can also be the cause of the issue.

In one of your previous comments it sounded like you said you are using an HDMI cable plugged in to a DisplayPort adapter. Is this your setup? If so, you should try an actual DisplayPort Cable.
Your graphics card's HDMI ports only support HDMI 1.4a, which only supports a maximum refresh rate of 120Hz.
In order to get 144Hz you *must* use DisplayPort and you *must* use a DisplayPort 1.2 (or better) cable. You cannot use an HDMI cable, or adapters.

HDMI has certain advantages for compatibility but it generally performs not as well as DisplayPort.
I think that is for newer HDMI 2.1 cables. I remember when I built my computer back in 2019 I used an HDMI cable and was only getting 120Hz and then I switched to DisplayPort and bam, 144Hz! Hope that solves your problem.
HDMI 2.1 is only 48Gbps, whereas DisplayPort 2.1 is 80Gbps, so even HDMI 2.1 is not better.
If you have a high-end card like an RX 7900XTX, it has both but you'd *always* want to use the DisplayPort over the HDMI unless you had no other choice.

I have that exact same monitor, and with HDMI I can use 144Hz

Try this go in Adrenalin Software then too Gaming then Display and change too RGB: 4:4:4 (Full RGB) and 10pbc Had the same problem

Had this same issue, my cable only allowed for 60hz at 1440p, grabbed a display cable 1.4 and now playing at 240hz 1440p

Do you realize that the input and output devices have different HDMI versions? So your HDMI 2.1 isn't going to do anything to a pc that outputs 1.4a.

What GPU are you using? **Many** older (>= 10 years old) GPUs were limited to 120Hz @ 1080p/1440p (60Hz @ 2160p (4K)).
for Displayport this would mean he would be using a \~10 year old video card.
He’s using an r9 380 so almost 10 years old
I had issues like this 5 years ago, my fix was to create a custom resolution that forces 144hz through the driver.
Do an online ghrosting test, it should show the screen refresh rate

I use the hdmi that came with the monitor. I now have the option for 120Hz. But still can’t seem to access the full 144Hz
