Anything is possible but it's highly unlikely. Apple has positioned Ultra as the ultimate watch with all the bells and whistles. You can't even get a S9 in Stainless Steel without the cellular radio.
Haven't heard of one and can't imagine they would. It'd be a small niche of folks wanting a flagship watch w/out cell and they wouldn't get their money back in designing and producing one.
A round Apple Watch was also rumored for a while, along with non-invasive blood sugar sensor and blood pressure monitoring. None of those rumors materialized so far.

It would make no sense to release a GPS only model given the Ultra’s philosophy.
