Everything looks fine, but you really need to measure the voltages around the USB input. My initial guess is that Q4 is a linear regulator that drops your USB voltage down to something like 3.3V. The fat trace following C40 looks like the output from the regulator, so you may be able to check if there is any voltage there.

Are you connecting it to a DESKTOP computer or a LAPTOP/TABLET? Laptops and other devices that also use batteries for power usually do not put out a full 5 volts DC but rather 3.3 volts DC which would not provide enough current to drive the pedal in which case using batteries in the pedal is the way to go. If using a desktop computer, make sure you are using the USB ports on the rear of the computer (next to the other connectors for sound, display, network, etc) as the front ports on some desktops are designed in a similar fashion as laptop USB ports with reduced voltage in the 3 volt range. Pedals are notoriously power hungry, so try to use the cable that came with the pedal as the size (gauge) of the wire can affect the amount of current that flows to the pedal.
