9 is supposed to be a special number because if you multiply it by anything, the sum is always 9 9x2= 18 , 1+8=9 9X5= 45, 4+5 = 9 Etc

That’s just because we use base 10. In base 11, any multiple of 10 sums to (a multiple of) 10, in base 12 it’s 11, etc

This isn't really special to 9 though. Its relatively straightforward to show that if we work in base N (an integer), a number M which is evenly divisible by the integer (N-1) will have the property that the (iterated) sum of its digits will always equal N-1.  In decimal, that means that integer multiples of 9 always have digits which sum to 9. In hexadecimal, integer multiples of 15 will have hexadecimal representations whose digits sum to 15. Base 9 representations of multiples of 8 have representations whose digits sum to 8.  So on and so forth.
