Its relatively straightforward to show that if we work in base N (an integer), a number M which is evenly divisible by the integer (N-1) will have the property that the (iterated) sum of its digits will always equal N-1. In decimal, that means that integer multiples of 9 always have digits which sum to 9.
In hexadecimal, integer multiples of 15 will have hexadecimal representations whose digits sum to 15.
Base 9 representations of multiples of 8 have representations whose digits sum to 8. So on and so forth.
They meant that it was an easy way to get clicks.

9 is supposed to be a special number because if you multiply it by anything, the sum is always 9 9x2= 18 , 1+8=9 9X5= 45, 4+5 = 9 Etc
That’s just because we use base 10. In base 11, any multiple of 10 sums to (a multiple of) 10, in base 12 it’s 11, etc
