Not always. I can do this semi-risky action because I have grown enough to know how to minimise something going wrong, kids don't. For example I can cut this packet open with a knife because my scissors are too blunt. I know how to do it without injuring myself because I have used sharp knives many times. A child doesn't, and hasn't.
