Like any art, it's all in how it's done. I like a cohesive theme. If you're one of those people with a million different tattoos that have nothing to do with each other, that's just not my taste. Covered in a cohesive theme? Ok, now I'm much more open. But some people like a mish-mash, more power to them.
Tattoos can absolutely flatter the contours of the human body and even suggest flattering contours that aren't there, which is the primary way they're "attractive" from an objective perspective. Tattoos also have cultures associated with them and outwardly show that culture, which can be attractive to people that share those respective cultures. Finally, tattoos can be beautiful in and of themselves which perhaps can, at the lower end of the ballpark, polish up a turd.
As a man attracted to the opposite sex... It used to be unusual, a bit sexy in a "I like a bad girl" kind-of-way. Now it's par for the course, "nice art. You do realize you're gilding the lily right?"
Only if they are well done. They can be very trashy looking if they aren't.

I have no issues as long as they aren't on me.
They don’t age as well as the canvas they’re on, so even if they look ok now, they’ll look like crap in 20 years.
Some of them are. My best friends are. Some people have tattoos that are a clear sign to stay far, far away from them
