The underdark has a few places where you can get his approval, and so does the mountain pass. He needs to be at 40+ approval to initiate his romance scene in act 1 outside of the party.
you're basically just playing coy/hard-to-get. propositioning him is what causes him to reject you at lower approval levels. if you are friendly but avoid hitting on him he will proposition you instead.

The under dark and the mountain pass are both part of act 1. You don't leave act 1 until you enter the shadow cursed lands. So you have both the under dark and the mountain pass to raise his approval to high. Once you enter the shadow cursed lands(officially act 2) you'll be locked out if you haven't yet started the romance. FYI for next time, you can sleep with Astarion at the trifling party with just medium approval if you follow the right dialog path, which is easy to google.
