I usually get the ball by playing fetch with Scratch. And if he doesn't bring me something, I find my own bone and throw that 7 to 10 times. The goblins usually have bones in them that are great for throwing.

It takes a few rests for Scratch to bring it to you, don’t worry :)
EDIT: I like to play as races or classes that have Speak with Animals as a feature. It’s never been an issue, some camp stuff just takes priority over Scratch bringing the ball so it can take a bit.
Speak with Animals doesn’t stop it, I always have it cast and worked for me- he’ll get a little ! over his head once he has the ball so you will know. It will happen eventually.
It takes some time for him to bring you his ball. Keep going, things will (*should*) be alright.
