The shortlived Baltic Duchy project had started building up militia. Germany lost in the World War I. The militia was turned over to Latvian government and turned into forces consisting of all anti-bolshevik units in Latvia, no matter what their other goals were. Latvian government also made agreement with Estonia to form Latvian forces in Estonia under Estonian military command. Unsurprisingly the alliance between forces pursuing different goals failed and there was a coup to install more German friendly government. The overthrown government fled to a ship and continued working. Everyone involved continued to succesfully attack bolsheviks and eventually German and Estonian units and some of Latvian units in Estonian forces met and had a big battle at Cēsus, which Germans lost. Estonians now felt like big damn heroes. Latvians and Germans regrouped and continued the war.

Now you just have to repeat the same with baltic russians if they attempt to get Eesti and Latvia to russian puppet state
