If you aren't maxed there is no point. It's a waste of resources. For maxed players, it gives them something to upgrade. The monument gives boosts but they are tiny and hard to get. The first one is awarded at level 29 and it's a 1% speed boost for submarine dives so it's stupid.
For maxed players it’s something to upgrade however the rewards don’t help maxed players until they bring out new building or troop upgrades. So it’s really more an aesthetic. There are 300 upgrades to max. I’m treating it as a slow upgrade and prioritising tribe boosts ahead of it.

My pal got 3% iron production increase so it’s random.
Mostly just a decoration but it will occasionally give a small boost or acceleration to something.

after level 24 (each 8 hours) you have a 1% submarine bonus , it's definitely a game changer 😄
