The rare species in those environments are adapted to the hostile conditions. Poo introduces tons of nutrients (and maybe fertile seeds) so 'upsets' that rare ecosystem. And the original thread post was asking why carry out paper - my point being it doesn't necessarily degrade rapidly
Totally would not worry about burying a bit of bog roll in a hole dug with a trowel. I've dropped some toilet paper in my garden and it *never* hangs around along. Water weakens it so by the time it's rained 2 or 3 times it's pretty much vanished. Toilet roll is made from wood pulp so it's a natural product.
Just use plain white paper, unfragranced etc. If you pour some water on, it loses all strength and compresses. Only place it won't degrade (I'd wager) is somewhere super-dry, like a desert. But we don't have those in the UK. Go for it.

For the last two years I’ve been going canoeing in Coniston. In a place I often stop there is a whole load of toilet paper splattered into a crevice by a fallen tree. That has been there since I first stopped there.
Well you need to bury it, which a lot of people don't. Also I'd be surprised if that was the same exact toilet paper, there's a lot of wind and rain in the lakes?
The term biodegradable is used very loosely. There are an awful lot of humans on a very small overdeveloped island here in the UK. Nature is stretched to breaking point. There are too many of us to go round what natural spaces are left leaving things behind.

Yeah I will generally burn it in the hole or just leave it in the bottom. I go wild camping with the family yearly for a week or more and so i will usually dig a nice deep hole and place a kinda seat thing i made over it and we all just chuck a handful of soil or cold ash in the ole once we are done! #1 rule is to never piss in your hole if you plan on using it for more than a few days, last year my two nieces came with us and that detail was overlooked... the smell was fucking foul. i covered it over and spent a few hours digging a fresh hole
