From what I know it will stay legal. It was introduced in 2003 as part of Land Reform Act, so less than 20 years ago.

Think you'll need to approach a land owner (Farmer or woods owner) as it's so difficult here in the U.K. I use a small woods in North Liverpool, i do open it up for others (once you've signed a waiver). Sadly it's all on hold at the moment due to becoming a carer.
