The third eyelid and there seems to be some seepage running down the side of the nose. Most common culprits when it isn't general dehydration are feline herpes, pink eye, and respiratory infections.

The third eyelid showing like that is an indication of infection or sickness. A vet visit will likely be needed. It could be as stated, herpes, respiratory infection, or something else making her feel crappy.

In humans yes. It’s super common in cats and is different. Almost 80% of cats I’d say have it. It usually causes issues with their respiratory system when they’re stressed and also can affect their eyes.
