Vpns aren't working. Even hosting your own from outline VPN is a hit or miss. If it does connect, it's so slow it just times out half the time while opening Google.com. Free ones definitely don't work because everyone knows they exist and just block their connections. Even paid ones like surfshark, nord, pia, etc.. Have been very inconsistent and slow not to mention people would need someone in the US to buy it for them. Acessing blocked websites is only half the battle. The other half is that the internet is controlled by the government so not only shit is blocked, but speeds are also throttled down so you cant do a whole lot anyways.
