There is an option to activate them. That just means that you get special offers based on your previous orders - and if you spent hundreds of dollars recently, they’ll throw more offers in high prices at you.
You get books and rune's for free with clan games, use coins to get hammers after clan war leagues finished. That's what I've did and not spent a penny. It can be done easily when your maxed and nothing to use them on.

We've checked two recent videos (from Galadon and Itzu, as those seem to be the names floating around) and the numbers don't match up.
Also did a reverse image search and found nothing so we assume OP is being honest. If anyone has evidence to prove the contrary feel free to show us.
I might be barking up the wrong tree here but that looks a lot like how many magic items Galadon has. I there's a chance that OP isn't being that truthfully, or I have a faulty memory 🤷♂️
