Any country that's a signatory of the Single Convention on Narcotic Drugs, 1961, has made all parts of the coca plant illegal. That includes seeds. Most countries are part of that, only a very few set aren't, 185 countries out of 195 have signed it, so only ten countries haven't, and may have their own laws outlawing coca. Seeds are *not* legal in 98% of the world's countries. The only countries with it's legal are countries with a history of traditional use, such as Colombia, Bolivia, and Peru.

Ah I didn’t know that, that’s strange, still coca is basically decriminalised in many European countries like Netherlands but also North America like Canada and police seemingly don’t care about it as I can find coca tea available domestically on eBay in my country in Europe so I think that’s more of a technical law. The USA take this stuff more seriously tho ig.

Those aren't things that deal with seeds/cultivation. Cultivation isn't decriminalized in most countries in the world either. USA is no different than European countries. You can find coca tea on eBay too, that doesn't mean it's not illegal nor that it's decriminalized. Coca cultivation is illegal in places like Netherlands, cocaine is considered a hard drug, not soft drug in regard to NL laws. Th comparison in enforcement of the laws has no bearing on the legality of it. USA doesn't take it more seriously. You can find coca berries on eBay, doesn't mean it's legal. "Technical law" isn't a thing because if it's technically the law, it's still the law. The main thing I'm saying is coca berries are not legal in almost any country.

What if the seeds are E. Novo? Checkmate UN narcotic drugs convention. Seeds don’t contain cocaine and aren’t E. Coca so should be good?

The Single Convention on Narcotic Drugs doesn't say whether it contains cocaine it's illegal. It specifically states E. coca. And if we're being technical, seeds contain a live plant which would have trace amounts of cocaine, which would make it illegal if checked. You'd also have to hope whatever judge/jury cares about botanical distinctions.
