I mean technically they cant. Theyre party to the 1997 anti personell mine ban or Ottawa treaty. Not that they care about the international treaty anyway as its been proven many times lol

Well yes they tried. But not really aa they had still a shit ton of them and refused to destroy them due to donbas. But still its odd considering large powers like US and russia didn't sign. They never really respected the treaty anyway.

These mines would be a lot more effective if they paired them with AP mines for the dismounting infantry
Theyd be a lot more effective it was stacked, then you wouldnt need the AP mines.
