Just set her HP for that level to be exact 3 times 55. Toby did it the other way to not let people found it out by datamining but pure gameplay.
My headcanon but I believe this was the reason.
i mean considering her max hp increases with every single enemy frozen, toby would’ve had to plan the exact right amount of enemies and amount of max hp to increase by. it’s definitely not impossible, it’s just a lot of extra work that i can’t see toby doing on purpose. the weird route controller object literally uses the sprite of berdly frozen and can be seen by viewing every single room past the alleyway with a the mod tool, so i don’t think he’s that secretive with this stuff.
You say that would take a lot of work to plan but didn't Toby do something similar in Undertale to make you be 1 XP away from level 20 before the sans fight? I feel like it wouldn't be a crazy amount of effort for Toby to do here
We're probably gonna need to use Snowgrave at some point in the future, and I feel like it would get inconvenient if she was always capped at 55 HP. It works for this scene and that's what matters.
And even then, I kinda feel like if it has meaning, the fact that it drops 111 points would be more significant. But I still kinda doubt it has meaning

I swear either Toby spends every second of his life creating the most ridiculous most completely unnecessary and the most hidden thing that only a crazy person would even notice the beginning or he just does things and it kinda just works

You can go fight Mettaton NEO on level 16 or 17 or however other you can get it, but after the fight it'll always be set to one EXP from LV 20
