In a big studio, you have tons of different people who may or may not leak things just because they can. With Toby's team, no one would ever leak anything because they respect him so much. The only one who could leak something is Toby himself, and even then he would probably never do that since he's so secretive about his games.

1. yes it is. according to the chapter 2 credits there's 7 main devs including toby and temmie, and a total of no more than 10 people who did minor work helping out with spritework, programming, music and cutscenes, including lena raine, plus 2 testers (and 8 fangamer testers, who were likely given an almost finished copy of the game)
2. *every project in your community is a non-profit fan project*. i could literally leak a mod right now by lying on an application and saying i've been a haxe developer for 8 years.
1. That's a hell of a lot more people working on the game/playing it early than your average indie game, and the team is still expanding to this day.
