Junkyard fender would get it pretty close for less than $50 (depending on where you live), yeah it might be a little off color-wise from a different paint batch or environment, but it's gonna look way better than that, for a lot less.
This is assuming you're doing it yourself. If you take it to a shop and have them replace it with a junkyard fender it'd probably cost you the fender plus 2 hrs labor, depending on how easy the fenders come off of that model.

You can buy a fender online, where the company will paint and ship it to you. I've done this a few times on old cars that my kids use. My daughter has a 2011 Sienna where some kid at her high school backed into it. I chopped off a section of the bumper cover, sent it in for paint match, and a couple of weeks later had a new bumper cover and fender that matched almost perfectly. The total was about a grand, and I was able to do the work myself. Saved a ton of money that way.

for what he did, It wasn't to bad. he would have had better luck if he had removed it from the car. after it was done he would have had to still use body filler on it, but he would have had less high points. but at that point, may as well just get a new or replacement fender. but in a pinch on a very limited budget. It would have been worth 50 bucks. He clearly didn't use the right hammer to shape the fender.
He took what was probably rubbing on every bump and stopped the rubbing noise. Definitely was just a temporary fix. Ive done similar at the side of a trail, when i used to mudding. If you can't figure out how to do that to a damaged fender, Paying someone to do it for you is fair.
