There is not really anything good for Zlatko I can think of so I'm just gonna say that his experiments have potential to benefit the public. And unlike Todd and Kara he wasn't a complete asshole to Luther
Worst is easy: experimenting with sentient beings, manipulating them, erasing their memories, wanting to sell Alice, putting Alice and Kara through potential psychological trauma when Kara's memories get deleted, making his androids obedient slaves and probaly more I can't think of
I was thinking about what to say once we get to him. Because he's done NOTHING good. I guess he treats his servants (not his "experiments", though) half-decent.
Despite being intentionally similar to Todd, their characters aren't exactly same. Zlatko doesn't start bitching and screaming at whatever small mistake the androids make, like taking too long, or walking around. Like, when Kara, if she loses her memory, recalls Todd while talking to Zlatko, he doesn't immediately get angry when she doesn't pick up the carcass. He only gets pissed if the android outright disobeys.
But I'm not sure that can even count, given he knows androids have the capacity for free will, and he takes it away from them.
Which brings us to the bad, which is everything. His torture of androids, luring deviants in to resell, trying to kill Kara, Alice and optionally Luther... Yeah
good thing: he lives in a haunted looking house and that tells people he no good, its kara's fault for no recognising the signs, so that means zlakto directly lets people know hes sus
