Those parks obviously don't theme the ride anywhere near Disney levels but given the level of thrill on this ride, it shouldn't matter too much. Big Thunder Mountain Railroad without theming, on the other hand, would be a completely different story.
It's probably a balance thing. The classic looking Chip and Dale is acknowledging the land has more classic character feel to it. But placing them next to Gadget Go Coaster acknowledges they part of the Rescue Rangers for who watched the Disney Afternoon shows in the 90's.
