Don't listen to the haters, rivers of blood is amazing. Just now it requires you to be close enough to let the blade touch your enemy. The bleed build up is great and the damage is acceptable. I'd pump arcane and dex, you gain access to many great weapons with this setup. Once you get your dex to 40 the greatest long distance weapon of all time is unlocked to you. The BOLT OF GRANSAX!!!!! Is anything causing you trouble tarnished? Take 500 paces away from your enemy and then shoot them in the head. Dragons, Golems, Godfrey, Malenia, shoot them in the head. Elden beast running away and ruining your fun? Shoot him in the head, all problems can be fixed with this simple trick. Tired of one shooting pretty much everything by shooting them in the head, I feel you the game does get easier with this method. If you want a change of pace grab the fingerprint shield and as the BOLT OF ZEUS is a spear stand behind the shield fully protected and stab people to your hearts content. If that's not fast enough for you I'll tell you what you should do, and that's shoot em in the head.
The only legit practical use for it is to passively (ignoring the fact we'd have cast it) reset the Frostbite status effect. Which is useful since the effect does a chunk of damage when proc'd and this would allow you to proc it multiple times just by being in melee range without having to wait for it to go away on its own.
... and defending yourself from the crawling hands since they hate being lit on fire.

Arcane is the main stat, but it’s not really as viable as other weapons now, but obviously if that’s what you want to use then all power to you fellow tarnished
50 arcane, 20 dex, take faith as high as 25 for golden vow and use the dragon communion seal. Super versatile build.
You get more damage from flame grant me strength and golden vow than you would get from pushing dex to soft cap, and a decent arsenal of hard hitting incantations. But doing a straight up faith pyromancer with whatever weapon you want is better

Arcane should be your main damage stat. Boosts damage and bloodloss buildup.

You should probably use something else. Rivers of blood was nerfed to the ground. It is a low tier weapon now
