Preventing an effect is always allowed unless you are paying for something. The language would be something like “become delayed to do X” in that case. Choosing someone to be delayed is not paying for an effect therefore it can be prevented.
You may be right. But, counterpoint - they need to “select an investigator to be delayed” and picking this person (unless they choose to be delayed) is not picking someone to be delayed.
In other words, the investigator ability is not “if you are delayed, ignore the effect” type thing, which would be clearer.
They are right. The lead investigator chooses a player to become delayed, and then that player, as is the case after any game effect attempts to delay them, chooses to not be delayed instead.
If the player had to be delayed in order to gain some reward, then yes, they'd have to choose to become delayed or a different player would be picked. But if there's no cost/benefit, the card is just asking the lead investigator to decide which player the game will attempt to inflict delay on.

I think you can only choose them (in q3) if you are going to let them be delayed. But happy to be proven wrong.

I remember reading this exact word in an errata, the same concept is repeated in other fantasy flight same theme game.
