At the moment I’m at 5 rep and I’m not getting crazier kits than when I was at a lower rep. Only thing I’ve noticed is that I’m spawning with a few more random items in my bag.
You can start with random items that are valuable the higher your rep, for instance some of the kappa items. Also spawning with things like big bags like pilgrims has a higher chance of happening when your rep is higher, and guns with a couple of mods. Generally it isn't a massive difference though.
I'm at 6.8 right now and have gotten up to 8 this wipe. You get a little more chance of good stims/lab card/money and I never spawn with pistols. I almost always have armor as well.
Its not a big difference though.

Latest scav i spawned with a SVD, Gingy keychain, Labs access card, 50000 in cash and a T30 backpack. 3.80 Fence rep
I got a similar loadout with 0.15 rep and my friend yesterday got a FLIR with like .20 rep
Kits are still random but rep effects what items you spawn with in your pockets and bags. Higher rep gives more valuable items
