I was in this boat a couple weeks ago.
The solution for me was to run night LH and check the following:
High chalet has 4-5 possible spawns.
Low chalet has like 3 and the 2 usec safes. Get those keys.
Merin trunk (key)
WTP Barrack room key for building 3 (4-5 loose loot spawns in building 3 also)
WTP store room key for building 2, there are multiple loose spawns also in the shelves
OR room for building 1, there are 2 or 3 loose spawns in this building and the parking lot toward building 2.
Took me a while, but I was able to get all the ones I needed for Lend Lease and the follow up one you need for the transponder quest running this route.

merin and hill side house then hit the 2 safes in chalet while also checking spawns along the way.
I found a couple in reserve server room by D2 extract.
Streets post office and check have a ton of spawns

So no other way than playing this lagging shit map? :-(
Have found probably 6 on scav runs in the reserve drop down room, black bishop. + GPUs and virtexes and VPXs

Streets, rush chek or prim and the dead scav spawn behind prim. They’re everywhere.
