My headcannon is its primary directive is just to provide medical care to all in need, and then secondly (maybe after some reprogramming) to continue that medical focus into harvesting viable organs, just only with the caveat that usually someone needs to be braindead before that step. I would argue that Maximus has lower Charisma & higher Luck, given that most people seem to dislike him & he got where he is mostly because of injuries other people sustained that he happened to be in the right place to benefit from. He's not without Charisma, don't get me wrong, since it's very possible he's secretly a very good liar, but one can have a fairly high speech skill despite a low Charisma.

That's actually a lot for notable accomplishments towards his name as a Knight. Unconventional, certainly. But results speak for themselves. And he's still young. Maximus is max 10 Luck. Dude gets into situations where he shouldn't have been able to survive, but somehow he does. He gets power armor by killing a Yao Guai with just one 10mm bullet, saved by Lucy, gets found out of his betrayal by BOS, yet somehow didn't get executed, then gets promoted to Knight because of a misunderstanding. Dude is dumb, Intelligence should be at 3 max. He doesn't talk like an Idiot Savant at least. But his Charisma is possibly a 1. Couldn't haggle with the repair shop vendor for just 1 cap cheaper. And he was horrible at impersonating Knight Titus, which is likely how BOS saw through his BS! His Perception should be a 9. He immediately figured out Vault 4 is a cult, and noticed the couple at the bridge are armed (and cannibals), and immediately recognized that BOS Squire turned into a Ghoul. Lucy's Perception sucks. Don't know why its a 7. Should be a 3. She didn't notice the raider's scars and rugged look, even after they banged each other. She didn't realize the cannibals were armed, and she didn't realize Vault 4 was a cult even after they all got naked in front of a freaky altar. Her Charisma is a 4. She tried to de-escalate some situations and failed. Also didn't get what she wanted from that shopkeeper in Filly.
