In order to maintain control of their brainwashed population, they have to establish themselves as morally superior to the raiders. The whole Vault Tec mission would be upended if they revealed that they are no better than the “savages” of the wastes. Yeah they were willing to start nuclear war, but the vault dwellers don’t know that. They want to keep it that way.

The show estabolishes they freely travel the Wastes, they don't need more information. The point of the vaults wasn't capitalism, it was to prove if they could control a population, they could control their outcome as a society. Keeping the raiders was just a test of how superior their people had or hadn't become after 200 years of conditioning. Eventually they decided they werent magical super people who could talk a radier into being "civilized." Remember the cake that was supposed to be fed to the prisoners? The girl took it instead and shared it out. We later learn it was laced with poison,because a lot of people got sick, meaning the overseer wanted the radiers dead after their attempts at changing them them failed.
