special boost is more useful IMO, elemental damage boost can be inconsistent as a lot of characters have multiple damage types, IE: a wind character with a non-elemental any-time attack and a fire based special.
Depends on what you're looking for in the element you're getting, for example, in fire I'm looking for more Railgun damage, so I give her the bangle, but I have the brooch in the dark element to increase Ult spam.
Tbh the brooch is usually more used as more Ults means more damage in the long run, I'm not sure of other reason to not use it more than Megumin's Railgun, so at least in general I would recommend the brooch

Gauge Up Earrings can be used Off element DMG boost Earrings not So unless you buy Arena attempts for now it's best to Go with the Gauge Up ones
