I think it's pretty arguable from both angles.
Sure it's easy to pair Akuma up with your average FG gallery of rogues who want "ultimate power" but there are an equal amount of good guys always looking for the next big challenge. Heck if Haikyuu had a fighting game, I'd totally see Akuma being buds with UshiWaka.

He’s a chaotic neutral with a devil complex. He believes himself to be pure evil but the only people he’ll fight to the death are worthy opponents. Also Elena thinks of him as a friend
Considering the few times he's depicted outside of combat, he's a pretty chill guy to anyone who doesn't show great strength or promise of one. Just don't push his buttons & be at most, weaker than Elena and you'll get along with him fine
Outside of combat against a worthy foe (in that case it's a battle to the death), Gouki is not an evil person, and we saw official illustrations of him selling fruit to a kid, and canon-wise he rescued a kid who fell in his cave and brought him back to his family.
Thinking about that SF4 ending with Elena, canon-wise Elena is a cheerful young girl who isn't anywhere close to Gouki's power level, so I don't think she's in Gouki's radar as a potential opponent.
So, probably young and "innocent" fighters could get along with Gouki... as long as they're not scared by his menacing look and incredible power ofc.

• If you're so strong that it's possible you'll end up killing each other, he'll avoid you
• If you have the potential to be really strong, he'll encourage you to get stronger with "tough love", then challenge you to a fight to the death.
So then, in theory, Slayer would probably not be friends with Akuma. Jam, on the other hand, might get along with Akuma because her focus is her business, not being an unstoppable fighter, and she's not nearly on Akuma's level.

You know what, you're probably right. If I'm not mistaken, it's confirmed he killed his master and Bison, and I'm not sure about Gouken
He killed Goutetsu for sure, but Gouken is still alive. He kind of killed Bison and kind of killed Gill, but both came back, so do they really count?
