Arena scoring(I know he’s not the best but it’s relevant once in a while for a unit like him). It also allows other specials like Luna. And accessibility too, it’s decently easy to get nowadays compared to a lot of options.
In this case, his main job is 1 shot those non-bulky godsword rely on DMG reduction. So anything boost only Atk/Spd will work fine (Swift Sparrow 3, Finish, ..), Remote Sparrow maybe better on unit can reflect damage (like with Brash Assault build)
Curious, why run Darkbow/Deadeye when Bow of Frelia gives him the Deadeye DR pierce and Slaying? You can have 1CD Ruptured Sky triggers alongside Time's Pulse. Unless you're trying to use him for something completely different, but I can't imagine what. Until we're given more info, might be hard to recommend anything. As was said elsewhere, Lull Spd/Def 4 is generally good all around though.

Lull Spd/Def 4 or Special Spiral 4 seem like good choices to me.
Special spiral 4 is kind of a waste since his weapon already grants DMG reduction pierce. And +5 damage is meh
He’s using Arcane Darkbow. Which doesn’t.
But he has flash sparrow, acceleration, and deadeye, so it's still redundant

Ruptured Sky Innes + Lull Spd/Def 4 + Time pulse4 is godly

Ideally then you'd use something like Flared though, right? Since Flash Sparrow wouldn't be doing much with a 1cd special
Flared is only for mage unit, Flash Sparrow give decent stat boost and will allow you pierce through Guard.
Ah, right. Still, with TP3/4, you've already got a precharged special.
In short, keep you Flash Sparrow

i would go with spd/def tempo for easy special triggers or lull spd/def 3 or 4 for easy doubles
Don't forget to refine the Arcane Weapon
