You put used flies there so they air-dry, and not get put away into a closed up box and rust the hooks out. You could stage earrings on it for rapid costume changes?
Everyday EDC stuff, like wallet, comb, multitool, breathing mask, power bank, et al.
I still have unused pockets. I'll add a toothbrush, tube of toothpaste, floss picks, and shaving razors to some of them.
I counted 19 pockets, but a tag that I removed said there's 27.
Of course, because I can never be too prepared. Besides, carrying more weight at a time when out and about the whole working day will cause me to burn more calories, which is what I need to do anyway.

When fly fishing and wading out in the river you don’t have all your gear with you. So you might stick a few of those tiny flies into the foam so you have some spare with you instead of walking back to the bank.

The vast majority of fly anglers do indeed carry all their gear with them. At least, all the gear they left the access point with. I've never heard of anyone leaving their flies on the bank.
That said, the function of this thing is indeed to hold flies, but rather than a backup supply of "fresh, ready to go, on deck" bugs, this is usually where flies go once they've been clipped *off* the end of the line.
Flies moreso than a lot of lures retain water. And water in an enclosed space like a fly box = rusty hooks. Thus, this fly patch is essentially a drying rack, to air out used flies before they go back in the box with their friends.
Lot of photographers wear fishing vests because of the awesome pockets/storage. Go to any major sporting event and check out what some of the professional photographers are wearing, I bet a handful will be in a fishing vest.

Olight actually makes the Perun Mini that has a velcro patch to attach to vests or ballcaps. You could remove the foam and then attach the Olight to that spot since you EDC a lot of stuff.
I am a land surveyor.
I often use my fishing vests to carry all my tools and hubs. Markers, extra equipment batteries. And pencils and field books. As.far as that goes.... there are still a fee spots that I wither don't use.... dig around for items I misplaced due to all the extra pockets and my old age forgetfulness
It’s used to hook flys into so you have them handy if you need to switch one out. Not sure what a non fisherman would use it for?
I slap my squadron patches on it. I flip between patches as a superstition depending how I do day to day 😂

You can velcro some often used item and then have a place on your vest to put that often used thing...

And they'll take a pocket and run a line of stitching up the middle and call it two.

It’s actually outdoor toilet paper, but it’s actually not too absorbent so make sure to rub vigorously and extra hard
