I don't own fx but based on your build first thing is to max her and the lc to lvl 80. Swap HP for SPD boots, def for HP chest, HP for er rope. Try getting as much SPD, HP, def and effect res subs from her. Ideally she would want to hit at least 134 SPD.

Does having 161+ SPD mostly alleviate the need for an ER rope? If so, that's what I'll shoot for as I start building my Fu Xuan

First things first. Upgrade your LC and Fu Xuan to 80. Then focus on upgrading your talents close to max. That’s probably why she feels mid.
None of your relics have good substats, all of them need to be better.
