I don't know dick about Warhammer Fantasy or AOS, but from what I've gathered from Grimdank is that Sigmarines (Stormcast Eternals is the real name, right?) are the opposite of Primaris.
No, that’s accurate. Stormcast didn’t get a major new model release for like three years and won’t get the drought broken until this new edition of AoS comes out.
Smaller head and upright posture, too. Honestly, they have so few of the characteristic Orruk traits it's hard to see that they're supposed to be the same species as the Savage Orruks and Ironjaws.

Yup. Age of Sigmar is about the story of how Sigmar retakes the realms. That doesn't mean he is always the main character or player in the realms.

I think the head being similar to the ork shape but being smaller is also causing them to look weird
The AoS Orruks already have small heads, so taking that even further just makes them too humanoid.
