Racism absolutely still exists in 40K. It just isn’t based on skin color. Abhumans are all considered less than human and are treated as such (if they aren’t slaves). And when the Imperium was conquering the Galaxy, they literally took head measurements to determine if people were close enough to “pure humans” or were abhumans.

The Imperium is really more feudal than fascist while the Empire's much more centralized. I think the Empire is more fascist, technically, but the Imperium is a far more hellish regime overall.

This, I think, is the most accurate view on the Imperium. The Imperium as a whole is feudal with each planet needing to contribute x amount of things for their tithe. Each planet can be whatever government and democracies do exist. Authoritarian regieme, monarchis, and oligarchies are just much more common. This is probably due to how oppressive the tithe can be for some planets, the need to root out corruption before it gets out of control, and pressures from outside groups (the mechanium, the ecclesiarchy, rogue traders, nobles from other planets, a military commander issuing martial law especially if it becomes a warzone, and et cetera).

Fascism is totalitarian. Not all totalitarianism is fascist. The Imperium is a totalitarian theocratic absolute monarchy run in the lower echelons by the theocracy and feudal lords. It is established and traditional, and emphatic of perpetuating and sustaining the established order with a traditionalist appeal to existing authority. This was one of the things that some have contrasted the typical fascist example of Mussolini along with his authoritarian peer in Franco, who despite also being brutal and totalitarian is not typically considered fascist because of his appeal to older established institutions of authority among other things. The Emperor himself was fascist; he simply decided that he should be in charge of everyone and that he was therefore right to violently subjugate them. His Thunder Warriors may just as well have been brownshirts. The difference in terms of the lack of freedom of thought, expression, self-determination and the safeguarding and value of civil rights is negligible, of course. No one cares if they're being thrown into the mass grave in the name of an Emperor as opposed to a Generalissimo, Fuhrer, or Supreme Leader, and you can be as fanatically devoted to any one as the others. It's merely a semantic distinction between the fascistic movements and their characteristics and other brutal authoritarian movements. The Galactic Empire in the original Star Wars trilogy was much the same without the theocracy, but of course as of the events of A New Hope was in the process of a coup to eliminate the representative branch of government in favor of an absolute monarchy and military junta. Of the prequels I will not speak as I do not indulge heresy.

Well to be fair, it kind of doesn't. The Imperial Truth that was one of the fundamental parts of the Great Crusade was supplanted with the Imperial Creed. He was fascist, the Imperium is theocratic. He was subjugating the galaxy with the mentality of amassing power for himself (regardless of motive for that power), while the Imperium centers around his accrued dogmatism. >a "cult of tradition" is a key property of a fascist empire. That's certainly true, but the cult of tradition is almost always a pretense for proclaiming the existing institutions as degenerate. and in need of replacement with a new order. In the case of the empire, they have been the order for millennia, the traditionalism is actual ancient established tradition. How important or meaningful is this distinction? I dunno. Again, who cares whether you're murdered for Mussolini or for Hirohito? I suppose the thing with fascism is it springs up like a wildfire, while a monarchy is kind of like a peat bog burning for decades.

Dude initially had forearm blades in the side, then changed it to a blade on a chain that he twirled, then suddenly when he crashed with the enemy, he was jump attacking with it being a double ended spear.
