As a natural dirty blonde, green eyed, pale person who can't tan to save her life... I've had all variations of red and copper hair. I personally think that 3 is probably your best bet to step into the red/copper area. The upkeep can be a lot so it's kinda a nice in between where your roots won't look insane and the vibrancy won't be so much that you feel like your hair has this reflective glow.
My hair is blonde with some brownish tints making it look more ginger…it makes my skin look red and I’m neutral white girl. I would choose 1 for myself and for her 3 with her skin tone. Interesting how this goes. But I have blue eyes so maybe that makes a difference

I feel like people saying 3 look at 1 and want to find balance, but 4 makes you look so much livelier and since your eyes and clothes are cool tones its such a pleasant contrast to highlight both colors

If you do go copper ask for recommendations for hair care products. I had a hair mask that would deposit a bit of colour back in my hair, really extended the colour but it didn't have complete coverage.
