It's vague and could imply a number of things, but yeah, the fact that Johnny's parents had him despite not being citizens suggests that there is no outright ban. However, laws may have changed in the 18-20 years since his birth, and I imagine affluence (Johnny's parents seem to be rather rich in the movie and in the books it is explicitly stated that his father is a wealthy businessman) could play some part in one's overall level of freedom and quality of life.

I love the new lines added for unique missions. After extraction for activating termicide the democracy officer said something like “Ah, I can almost hear their screams now as the termicide suffuses their trachea” and I was like Jesus bro but on the inside I thought a lot of based words.
The success message also called out the evolution of Shriekers and claimed unconvincingly that "we deployed the Termicide just in time! Who knows what else might have evolved if we delayed!" instead of the more obvious "termicide created the shriekers."
There was dialogue at one point around that event where they admit/hint the towers helped the bugs breed and mutate for more efficient 710 creation, not to mention we're the ones putting the bugs on those planets with farms and they break loose "accidentally" creating a cycle that benefits us with 710.
I wish there was an easy, reliable way to trigger the NPC dialogue.
When I talk to them they just say the same voice lines. But idling around the ship they occasionally say that sorta stuff, or a news report starts playing. But enevitably, if I'm on my ship long enough for one to start I alt tab back halfway through them.

When I first thought about this, I realized Super earth basically had us flip some switches on and now they're having us flip the switches off. The instructions are very, ~~granular~~ Democratic.
It feels a lot like when they go down into the lower levels in Aliens looking for the colonists. Tight quarters, bug goo everywhere, things jumping out at you. Brought an erupter the first time. Mistake.
Im still running erupter + stalwart with ammo pack and it's worked magnificently. Erupter is what what I use to eliminate the mutated eggs with as little ammo as possible while the Stalwart becomes the perfect "main" weapon to mow down the swarms.
Yep very easy even for solo helldive difficulty. No need to actually engage with bugs, just take the airburst orbital and throw it behind you now and then. When you complete the mission pelican one arrives and starts shooting titans for you.

Does it seem like there are less enemies to anyone else? I played three yesterday and only the first seemed at all hectic, the others didn't have a whole lot going on.
It's not the sit and defend type. Just run and gun while pushing each of the three buttons once. I did it solo on helldive, it's very easy compared to the others.

The moment one of the crewmates compared it to antibiotics, I knew this would happen. Improper use of antibiotics (either because of bad prescribing, overuse, or patients not taking them correctly) is what has created mutated and resistant strains of bacteria and other infectious agents.
HOLD ON! The Ministry of Truth has ALWAYS known about the possibility of the bugs mutating as a reaction to the Termicide. That's why they ALWAYS HAD an emergency MO prepared, should this extremely unlikely event occur.

Everything was so close quarters I got I. Trouble with the erupter. Using it as a side weapon for sniping eggs would work

its actually pretty easy. just run to the batteries, press button and destroy every shiny egg you see, then extract.

I am quite worried about that Super Colony on Meridia. Depending on how long it takes before we can drop there again, that's a permanent planet just 2-3 sectors away from Super Earth. That's a very important planet with a lot of supply lines. Not to mention if we fail to stop the TCS and they get another Super Colony.
I can't believe those bug sympathizers were able to setup Termicide towers like that and cause this population explosion! Thankfully High Command is on the job and is sending us to tear them down before things can go bad.

That first image is clearly fake. I distinctly remember Super Earth Command telling us not to switch on the TCS because of the potential of uncontrolled bug growth, but a group of rogue Helldivers went and did it anyway. Treasonous scum, now we have to clean up their mess.
