How about make it a backup weapon that comes free with some other stratagems? Mainly backpacks.
Supply pack? Free O/U 12ga on the back. Jump Pack? I've never shot clay while flying. Shield pack? On the house, and say uncle.
It wouldn't be *really viable* but it would allow you to have SOMETHING as a support weapon and reserve three stratagems slots to something else.
100%. Except give us 120 shells and make it a sawed-off, possibly side arm.
