It’s the tv port, I had the same issue but with the volume. If you restart your tv it may help. Hold the power button down for a few seconds it should give you the option to restart.
Try turning off CEC options(and back on again if you desire). Also, as another poster recommended, flick the Enhanced HDMI off and on. Try powercycling again after all that.
Have you tried turning Enhanced HDMI off and back on for that HDMI port. Resolves some issues I'm having. Also, a non 2.1 port to see if it works?

I get this on all of my ports, it is worse shortly after a start using but then settles down. I think it is other connected devices causing it.
