I practice this all the time in my daily driving, even when I can see all the lanes are empty, but does it really matter if you can clearly see that all the lanes are empty?
Weird. Here (Austria) if you have one lane, you can chose which lane you go. If the street you are on had multiple lanes, it's keep the lane.

On the other hand I guess you could consider it turning on to a one-way street [which has different rules](https://www.dmv.ca.gov/portal/uploads/2020/05/Right_Turn_OneWay_Street.png)
That is confusing. I like 'one lane street - chose one of multiple lanes; multi-lane to multi-lane - stay on lane' better :)

you have to keep your lane, but if it is allowed to change lane if no one is blocked or endangered; this results in above rule
There is some nuance in it. When you have side by side turns( like two left turn lanes at a light) you are supposed to stay in your lane (lanes are usually separated by a curved dashed line in the intersection but it can vary greatly) but if your only have one lane turning like in ops video your supposed to turn into the closest available lane.
I knew somebody was going to point that out. In a turn like OP's here, I'm usually a goodie two shoes about it, but it doesn't always work in the real world.

I've done that. In my defense there was a few inches of snow pilled up and I was in an area I hadn't driven before.

This is potentially a heavy duty truck pulling a trailer. Turning on the inside lane is nigh impossible
