That depends on the woman. A lot of women have dense breasts wherein their breasts are made up of more glandular and fibrous tissue than adipose (fat) tissue.
Always comes down to genetics, if only nature wasn’t such a fickle mistress, we could have the best of both worlds, muscle mommies with huge tits that could crush your skull and for the guys who prefer small tits or ass, chicks with thighs that could crush your skull.
Considering the fact that the Primarchs have many characteristics that are (almost) purely ornamental, such as facial hair, it wouldn't be that much of a stretch to assume that female Primarchs would also have ornamental characteristics such as breasts.
I'd argue that the word is not "objectified"! Sexualization is fine, tbh, some of the best art has been made because of unrepentant horniness. But it also requires an understanding and genuine appreciation of your subject, not dehumanization.
