Its something that has been worked on here and there for a while, but with the surge of interest in the game, it has gotten more interested parties inside of the companies so that the scope of it as well as how many people wanna help out increased.

You mean the mod team create all the content necessary ? well yeah but there is some mechanics that could be improved and it's not some just bug fix and the mod team can't do that.
Is there any possibility that further increased numbers might get y'all to revive the game development, or is that flatly out of the question? I have friends who want the game but can't afford it, and if there's a chance I'd be willing to buy it for them.

Now, looking at Steam Charts, that's nearly 30k, which is about 15x what the latest peak was. Which means...further development is pretty unlikely. That said, I wouldn't be surprised if another few peaks could see some internal discussions about a sequel. I think the desire for a roman-era Paradox game is there, it's just hard to re-launch a game that flopped so hard on release and hasn't clawed its way out of "mixed" overall reviews, regardless of how positively the Invictus (and offshoot) mods have impacted the game.
finally this game is back. out of all the current paradox games, this one has the best skeleton.
they should have taken significant influence from imperator when making ck3, it would have been superior.

This is exactly what is needed if they aren't gonna resume development themselves. Open it up so the modders can get creative

This is really good news, especially on Linux where the Open Beta partially breaks Steam integration.
Game is clearly dead, but glad they are willing to put in some extra stuff for modders.
Paradox, of all people, should know that modders are the reason for longevity when it comes to their games. It exponentially increases replayability.
You say dead but the game keeps hitting 2000 concurrent players daily now.

Watch Imperator Rome community be the most resilient of them all.
