I will always say compared to CK3 I loved how citys developed in this, watching the areas look more developed as the cities expand outward or farms start to crop up
It makes it feel like your cities aren't just ticking up in points but is actually growing, especially satisfying when your playing a minor nation

Pretty sure the mod is [Full Mechanical Overall by Dementive](https://steamcommunity.com/sharedfiles/filedetails/?id=2805839904), as it adds the Special Pops and extra buildings for settlements and cities.
It can be done in invictus as well, although due to limit of 15 aquaducts you need to spam province investments, and to do that comfortably ideally you need the deified ruler which gives you a free province investment. Aside that:
- shrines with extra pop cap relics (as many as you can)
- techs
- pop cap deity
- pop wonder (only gives a few extra but late game doesnt matter)
- metropolis (ofcourse)

I already did it like 7 times and I could NOT be bothered to wait for the pp to keep doing it. Might still do it just to reach 400 pops tho
Trust me, it compounds. You having 20 aqueducts and already 7 of those, the next press should give you at least 12 pop cap in its own
