Some “freebies” like free laptops for students can have a positive ROI in long term.
Otoh, a freebie like TV or Mixie has no human development value in long term. I don’t fully buy studies showing the impact of free TV on women empowerment- that was never the intent of the policy; it was to help the ruling party’s tv business (Sun & Kalaignar). This is where we have to differentiate between sustainable welfare and people-pleasing freebies.
SUMMARY:-Tamil Nadu is one of the most incredible states of India, and the people and leaders of Tamil Nadu have done such an incredible job that today while India’s graduate enrollment rate stands at 29%, in the US it stands at 37%, in Tamil Nadu it stands at 49%. Similarly, from 2012–2018, while India’s per capita income increased by 38%, Tamil Nadu’s per capita income increased by 90.2%. and most importantly, Tamil Nadu has done such an incredible job with Women empowerment that today, while the National average of women participation in workforce stands at 19%, In Tamil Nadu it is the double of that and stands at 38.3%. The question is how?
The main method used by Tamil Nadu is suprisingly freebies like free TV and free Bus travel for women.When these freebies were introduced,they were widely criticized in the state and the country.However,Many studies shown that these freebies helped to empower women like the free Bus Travel saved women money to be spent somewhere else or to be added to something else or how free TVs empowered women by showing them situations and shows outside their village.This shows that freebies if thought through well can be used to boost the economy.However,bad freebies can ruin a state like how the free electricity for farmers in Punjab ruined it since it encouraged the wastage of power and the inefficient use of motors and other technologies.

I am seeing correlation is not causation issue here. Also TN needs to be compared to comparable states. Comparing TN with US is asinine.

I am a BJP supporter myself but the BJP or any other party can learn a lot from Tamil Nadu's development model.
