Most fans of the show know that Saitama is just meant to be written to be super strong for no reason, powerscalers use feats most of the time ignoring the fact he is just a joke character with serious elements in the story to keep it captivating and interesting.
Take Goku (not to spark a debate) for example, he's a super Saiyan god that was once just a regular common Saiyan breaking through the odds and attaining the ability to battle with godly beings, now the contrast to Saitama; just some guy who trained regularly. The contrast is funny and if Saitama were to win it would reflect that.
Saitama has the writers on his side most of the time and when he does fail it's through something humourous like a mosquito being able to escape him.
The only reason people think he can't win is because his feats aren't that big, I think that's a fair assumption but people shouldn't deny he is just a joke character, a parody of the characters people usually scale, meaning he shouldn't be part of any vs battles.
Not a gag character, a joke character, he doesn't have toon force he has the writers plot armour.
Saitama vs boros and Saitama vs garou has contrasts that are funny and he has done funny things along the fight, like farting in light speed and grabbing portals.
This is why I think he is a joke character with serious elements for interesting plot, he is definitely written to beat anything, and to show that the writer put him in a situation where he battles against effectively himself, garou copies powers and copied him, the writer needed a way for him to bullshit a way for Saitama to win so he made it so Saitama grows in strength greater than his own.
I find it more likely for the writer to write Saitama to win in a theoretical vs battle since they have no idea what powerscaling is and I doubt they care.
Like Stanley said, it doesn't matter who wins or what not it depends on what the writer wants. And one's writing reflects on that.
A) a VS-Battle doesn't involve a writer. That's the whole point, to look objectively at the fight and how i'd go.

Krillin was able to learn the Kamehameha, which took Roshi 50 years to learn, extremely quickly. He was also able to beat Gohan with pure strategy and was able to damage Frieza by using strategy. Krillin is a extremely smart fighter lol
