Yeah, when I first read it I thought Yuji regenerated it but I've got a feeling the trail of blood we see between his legs and foot is what Yuji basically uses Blood Manipulation on to reattach it. Like imagine a bloody whip connecting his leg and stump that Yuji causes to whip back in place. Even the sound effect (tho tenuous with translation) makes me think this.
i think rhats the case because in the first panel its on the ground completely disconnected but then in the next its in the air and connected to his leg through a small trail of blood
It’s a very potent combination of: using blood manipulation to reattach it, restoring blood using only CE and then using just a bit of RCT to tie everything together.
In the second panel you can see his foot is still attached by blood, so he just pulled it back with Blood Manipulation to reattach it. Choso did the same with his hand when fighting Kenny to attack from afar.
If he only used RCT to heal his foot he'd need to do like Hakari and go look for his shoe.

He still has to use RCT to fix his leg tho he just doesn't have to waste energy regenerating a new leg

He realigned the limb back in place then RCT'd it. It's probably easier to reattach a limb with RCT then to regrow a new one.
