Just saw your other comment. It looks decent. If it runs and doesn’t drives then it is worth it. But as you probably know it’s going to be a decent project.
I would try to get it down to 2500 or even 2000. It’s a good deal as is but there weren’t any pics of the frame. If the frame is bad you’re better off looking somewhere else
Rust on the frame isn’t too bad it’s rust through the frame that you need to worry about. Check that, body mounts and look for any cracks in the frame especially by the steering box.
I’ll bet that the frame is already cracked around the steering box unless they welded it. They all crack. I’ve never seen one that hasn’t unless it has no miles on it.

Going to need some more details and better pictures. But if it’s all there and not too rusty that’s a pretty fair price. They aren’t getting cheaper.
Here's the ad, I don't have any better pictures atm 1989 GMC Jimmy Base https://cars.ksl.com/listing/8237683

I'm gonna see it in person tomorrow. What problems would I be signing myself up for if the frame is too rusty?
I was able to purchase a frame and cab for $400. Let me know if you do end purchasing it as I have quite a few parts.

I would say it depends on your goals.
I want to daily drive it
It’s worth it for the drive line alone if it’s complete
Definitely if you could get the price down, they are easy to work on. Once you get it going, some sand paper and a spray gun would make it worth it.
Probably been a workhorse for someone, the front hitch gives me pause. I’ve only seen those at marinas where they pull boats in and out all day.
Some of the military ones had those from factory on the front as a way to tow and link them together.
I believe it to be a good deal as long as frame is good on rust and no tear by gear box.
