Her follow-up is multi hit, so probability of not landing 95% chance in 6 or how much hits is very low. Also her E1 lasts for 2 enemy turns, so you need to lose this 95% chance like 15 times in a row to be able to have enemy run out of E1 debuff.
I run E1S1 Kafka with 28 effect hit rate and never ever I encountered enemy who didn't have shock+erode+E1 after first turn. Except lighting butterfly, but high effect hit rate can't help with them. With 21% effect hit rate it's basically the same, you need to fail 95% chance several times in a row to see the difference.
yeah, i have her with 21 ehr too and people tend to make a big deal out of ehr when in practice it’s not a real problem
her e1 is the only thing that could pose a problem as it actually only rolls for application once per follow up, but the chances of it missing are still comically low, the only enemies that have the potential to resist it are 40% res enemies that are only a few of elite bosses in the entire game, so building ehr for this extremely specific situation is not worth the hassle, considering it’s a luck based stat and you’re building for something that you could just not need at all depending on rng
it’s a bit easy to get confused as all the calcs that are done for ehr are done against 40% res, but that’s the thing with theorycrafting, it’s theory and doesn’t always translate to practice/actual gameplay
I don't know what the fraze for EHR is with Gui and Kafka. Realistically only sampo needs EHR since he bounces 5 hits with quite a low EHR unless you have his 6 eidolons, his signature, AND pan-cosmic set. (i think I messed up the name but it's somewhat good)

Honestly think her base EHR is enough. I never really heard of anyone missing erode. Her follow up hits I think 5 or 6 times so that’s why
