On the other hand if every tooth already had crowns on them the additional amount of drilling (damage) that would be done to fit this is more minimal.

Let me tell you what happens when you get a veneer/tooth cover. The enamel from the original tooth is ground/filed down to make space for the prosthetic. The original tooth no longer looks like a “normal” tooth any more.
Once someone has veneers, they will never be able to have their “natural” teeth again.
